To answer the question that was posted in the wrong comment thread, I'm a little upset about this for more or less the same reasons as Sullivan; it really shouldn't be illegal for me to say things, even "hateful" things, about, say, Christians, or people of Swedish descent. To have an institutional way of policing and tracking people for their speech seems to me an invasion of privacy and a restriction of free speech. Even if, especially if, the things they say are repugnant and hurtful.
