it's hard to agree with a no lights no rules traffic scheme until you've seen it in action.
But after you've seen it in action... it makes more sense than anything else.
I would like to know however what increase (if any) there was in minor accidents. It seems to me that it may have decreased major accidents, but what about all the unreported scrapes and scratches that accompany such "organic" driving styles.
